Identity theft how can I get booking sheets of persons arrested using my name?

1986 thur 2010 a person has used my name when arrested for dui in arizona I live in fla. this causes my driver lic. to be revolked here and I havent had a driver lic. in 15 years because of this how can they justifie this and is it even legal?
