1990's movie about fairies?

It's NOT fairies a true story. Its live action about a guy who moves into a cottage and there are fairies and it shows the fairy world and there was a ball and this fairy boy is in love with the fairy princess. I think it had the word legend in it. Anyone know what movie this is?
