Drug testing for 'welfare folks'? What about drug testing for anyone who accepts state or federal money?

Fla. and Ill. both are considering laws to drug test welfare people...often blind, crippled and crazy people and school kids. I think that's just another expense for the state, but if that's what they want to spend money on, okay. But states also pay various vendors and contractors state money, and often for padded bills. Wouldn't it be at least reasonable to drug test vendors and contractors If the point is to prevent 'drug users' from scooping up taxpayers money wouldn't it make sense to collect urine samples from these people as well. No rants...just wouldn't it make sense?
